Cortese’s first project

Rossmoor is an unincorporated census-designated place of 10,625 residents at the 2020 Census, developed by Ross W. Cortese from 1955 to 1961, before he built Leisure World next door. The Los Alamitos Unified School District serves it, with four elementary schools inside the wall: Rossmoor, Weaver, Lee, and Hopkinson.

The cart pattern here is a family and hobby one. These are single-family homes with garages, and the carts in them are golfers’ carts headed to Old Ranch Country Club or the Navy Golf Course across the city line, runabouts for inside-the-wall trips, and a fair number of restored older Club Car DS and E-Z-GO carts that someone bought as a project. Fewer daily cycles than a Leisure World cart, more sitting, and more garage time, which is good news for corrosion and bad news for battery sulfation.

What Rossmoor carts need

Batteries that sat. A Rossmoor cart that sits from the last round in November to the first in March comes back with a sulfated pack if it was left at partial charge. Trojan’s guidance is to fully charge before storage and never store a battery discharged. For a twice-a-week cart, lead-acid usually beats lithium on the math, and the battery replacement page is honest about that.

Corrosion, slower but present. Rossmoor is inland from the surf, on the far side of the Naval Weapons Station and Seal Beach proper, so it gets less salt than Sunset Beach or the Huntington Harbour islands. The marine layer still moves in overnight and peaks at dawn most summer mornings. A garaged cart does well; a cart on a side-yard pad grows green terminals over a couple of years. Older carts, older wiring. The rules in Rossmoor

Rossmoor is unincorporated, policed by the Orange County Sheriff’s Department, so the local authority for any golf cart street designation under Vehicle Code 21115 is the county, not a city council. We found no such designation and do not claim one; absent it, a true golf cart under Vehicle Code 345 stays on private property. A low-speed vehicle under Vehicle Code 385.5, registered, insured, and driven by a licensed driver, may use roads posted 35 mph or less under Vehicle Code 21260. Confirm the current position with the county before driving anything on the street.
